Background Information from the Community Survey:

The idea of an annual community event was supported by 58% of all respondents, with over 30 ‘volunteers’ registering an interest in helping to achieve such an event.

 

Report on Progress:

However, this was not translated into active engagement when we held the series of public meetings on each of the ten potential projects. Just 3 or 4 of us ‘signed up’ for the Annual Parish Event project. We might have abandoned it at that stage, but we did agree to explore a possible joint approach with Heptonstall School. Preliminary discussions have been very positive and we are exploring the possibility of a joint community event with them – an extension of their planned ‘School Re-Opening’. We have agreed to meet with Mr Perrin (Head teacher) after Easter to agree next steps, once a timescale for completion of all the refurbishment and re-instating work at school has been confirmed. Hopefully, if successful, this could provide a template for a more regular (annual) child and family focused celebration. However, at this stage, there is limited community support; more volunteers are required if this is to go forward.

Good Neighbour Scheme (+ Voluntary Driver) Group

Background Information from the Community Survey:

The idea of a ‘Good Neighbour Scheme’ was highly supported with over 67% of all respondents agreeing such a scheme would be a good idea in their area. The initial interest in the scheme was reflected in the number of ‘volunteers’ it attracted, 45 in total, from across the Civil Parish. Coupled with the voluntary driver scheme, which attracted 18 ‘volunteers’, it formed a comprehensive group of individuals who had expressed their interest in an active commitment to the community.

 

Report on Progress:

Despite the large numbers of people originally indicating an interest in becoming involved with this project, there are, as yet, just 7 people who are currently actively engaged in taking it forward. Group members have undertaken some initial research as to what support services may be already provided in our area. We are linking with Calderdale Council (Neighbourhood Schemes Team), Age UK and Community Transport Calderdale (+ others) to obtain information about the actual numbers and needs of vulnerable elderly and/or disabled people living on our area, as well as the range of support services that already operate in our area.

It has been agreed that, rather than ‘inventing (or re-inventing) the wheel’, it would be more effective – and safer – for us to recruit volunteers for existing services that provide support to local residents. We could also assist them in identifying suitable potential recipients for their services. By doing so, we will be able to ‘shelter’ under the umbrella of an established organisation – with its built in systems for vetting of volunteers, training and supervision etc.

Group members decided that we would concentrate, at least initially, on the 2 services that appeared to have most relevance and potential to get off the ground:-

  • The Community Car Service provided via Community Transport Calderdale
  • The Home from Hospital Service provided via Age UK (Calderdale + Kirklees)

And so, we followed this up by arranging a public meeting (an open afternoon) which we held on Monday 5th March at the Heptonstall Social & Bowling Club. Flyers had been delivered by group members to every household in the Civil Parish (616 in total); posters put up in noticeboards and at the Post Office, Pubs and at May’s Shop; an advert was placed on the new Parish website; previously interested people (the original list of volunteers) were e-mailed. Representatives from both services attended to provide information and to take applications. We also had on display information about 2 nearby luncheon clubs (in Hebden Bridge and Mytholmroyd) – with whom we had made links – and who had confirmed that they had vacancies. Also present was the organiser of the monthly Shopping Bus (provided via Community Transport) that takes people to shop at Tesco in Halifax.

Just a handful of people attended on the day but, together with the members of the group plus a couple of additional interested people who wanted to ‘sign up’ but had given apologies, it did mean that we successfully recruited a number of volunteers for both the Community Car Service and Home from Hospital Service.

Along the way, interest had also been expressed by some other members of the community who, whilst not wishing to go through the formal volunteer registration process, were willing to help in a practical way with both services (offering to help with gardening, shopping, etc.).

We are still open to exploring possible links with other service providers as well as an option that might be about either helping people access resources/facilities out of our immediate area (e.g. luncheon clubs, etc). Transport to these could, of course, be provided via the Community Car Service and our new pool of local volunteer drivers. Alternatively, should there be an identified need – and interest – we might also explore the option of providing events and activities in our own local venues.

The Ten Projects – the main components of the new Community-led Plan

Introduction and Background:

When we completed the analysis of the responses to the February 2011 community consultation, and put the results of that analysis alongside the responses to the Volunteering Form that went out with the questionnaires, a number of potential areas for action and community aspirations became evident.

These ‘Ten Potential Projects’ – as we called them – reflected those areas, issues and aspirations that were most supported by respondents to the consultation, and also those that appeared to have the most potential community volunteers interested in delivering on them. At that stage, we had 80+ members of the community indicating an interest in volunteering. Previous experience suggested that, whilst it is possible to have lots of good ideas and plans to improve our local community, they can only become a reality if they have sufficient active support from the community. Whilst we had an encouragingly large number of potential volunteers, we needed to see how many went on to translate that initial interest into active participation. The next task was to develop what we felt to be practical – and practicable – areas for action, supported (at least potentially) by a sufficient number of community volunteers. As part of that process, we did exclude a few issues raised in the questionnaire that were clearly beyond our control and were rightly the business of others (including Calderdale Council and/or central government).

The Ten Potential Projects were:-

  • The Floral + Festive Light Displays Group
  • The Communications Group (including the Parish Newsletter + Heptonstall Website)
  • The Traffic, Parking + Road Safety Group
  • The Information Boards + Signage Group
  • The Good Neighbour Scheme (+ Voluntary Driver) Group
  • The Annual Parish Event Group
  • The (re) Cobbling Side Streets Group
  • The Clean-Up (Litter + Dog Fouling) Group
  • The Green Community Enterprise Group
  • The Children + Young People Group

We held an open public meeting on 17 July 2011 where we presented the main findings from the consultation and introduced the Ten Potential Projects. Actual attendance at that meeting was quite limited (a couple of dozen people) but we had a large number of apologies from ‘volunteers’ who could not attend but were still interested.

We took some initial ideas from those present as to how we might proceed with those projects and invited those that were prepared to do so to ‘sign-up’ for the specific potential projects in which they were particularly interested. We followed this up with a further – much smaller – meeting for some of those that hadn’t been able to attend and then went on to arrange 2 full days (on 16 October 2011 + 6 November 2011) where we scheduled a series of separate sub-meetings on each of the ten potential projects. Again, attendance was fairly limited and we had quite a lot of apologies.

Some projects were, and have continued to be, better supported than others and have ‘got off the ground’ quicker than others. Two projects were extensions to work that had been previously pursued (with varying degrees of success) by members of Heptonstall Forward (Traffic, Parking + Road Safety and Information Boards + Signage). One project, the Floral + Festive Light Displays Group, took off immediately – with a really enthusiastic and very practical approach to introducing additional Festive displays – with a Christmas Tree + lights on Weavers Square and new lights at Colden.

At the time of writing, in early March, we have a number of the Projects that are no longer “potential” but that are a very active and very productive reality. Those projects are:-

  • The Floral + Festive Light Displays Group
  • The Communications Group (including the Parish Newsletter + Heptonstall Website)
  • The Traffic, Parking + Road Safety Group
  • The Information Boards + Signage Group
  • The Good Neighbour Scheme (+ Voluntary Driver) Group

Other projects are still at an early stage and have, as yet, very limited volunteer/community support. They are yet to prove that they will be viable in the longer term but even with those there has been some progress. Those are:-

  • The Annual Parish Event Group
  • The (re) Cobbling Side Streets Group
  • The Clean-Up (Litter + Dog Fouling) Group

There is just one project that has not yet started, due to the competing commitments (on other local green + environmental projects) of the person who had offered to lead the development of the group/project. Whilst there is little doubt that this will be well supported and will happen, at this stage, there is no clear timescale for making a start. That group is:-

  • The Green + Environmental Group

It has been agreed that, given the very limited support and minimal number of interested volunteers:-

  • The Children + Young People Group – is not viable – at this stage. The potential project will be put ‘on hold’ until such time as there is more interest.

Community-led Plan 2011

In 2010, having recognised that the original Parish Plan had probably run its natural course and needed updating, Heptonstall Forward sought and secured funding from Rural Action Yorkshire and Heptonstall Parish Council to develop a new plan, which is now to be known as the Community-led Plan.

In May 2010 we organised a Community Showcase Event, at which local groups and organisations showcased their activities, and along with individual residents, shared their initial thoughts and aspirations with us on the future of our community. Having taken some initial views, issues and ideas, we went on to develop a comprehensive community consultation questionnaire which was sent out to all households in February 2011.

The analysis of the completed/returned questionnaires was undertaken over the summer, and the finalised Community-led Plan – with its new action plan and ten potential projects – was published and distributed to each household in November 2011.

Heptonstall Fell Race – 18 March 2012

The village fell runners, Heptonstall Hurriers, would like to invite the whole village to a great day outdoors on Sunday 18th March.

Heptonstall Fell Race is a tough 15 mile run with 3000 feet of ascent. This event is now a popular event in the fell running calendar with runners travelling from miles around to enjoy a day in the beautiful setting of our ancient village and surrounding landscape. We hope as many villagers as possible will be out on the day to enjoy the atmosphere. This will be a big day for the village with hundreds of visitors arriving from across region. The event will raise funds for the church, scouts, and mountain rescue.

Spectators can enjoy the start at Weavers Square between 10.25 – 10.30 then cheer in the finishers in the fields off Town Field Lane (with marquee shelter) from 12.50. There will be cakes, soup, and hot drinks provided by the church.

The Heptonstall Trail

Visitors to our village can buy a copy of the Heptonstall Trail at the Post Office (for opening times see Post Office information on this website) or from the Birchcliffe Centre in Hebden Bridge.

The Trail is a short, self-guided exploration of the village – only about a mile in length but full of information that brings Heptonstall history alive.  A clear map gives you a route and 29 points of interest, with brief explanations of each, plus photos.  A copy of the map can be seen here.

You can also walk a little further; there are two recommended extensions of short, easy walking in the booklet – which may tempt you into exploring the many pathways and open hills beyond!  (If you do, make sure you have sturdy boots and a map…) Or you may be enticed to find out more about this area’s rich history.

We’ve been in touch with the local Community Car Service and the Home from Hospital team about recruiting volunteers in our area – people from both organisations will be there on the day. You can also meet some of the local community volunteers involved in setting up various Good Neighbour activities. Pace Egg Play 2012

This year’s Pace Egg Play will be on Good Friday, 6th April in Weaver’s Square, Heptonstall.

It will be performed at 11.15am, 12.30pm, 2.00pm and 4.00pm.

The Midgley Pace Egg performed by Calder High School will be at 3.00pm.

Our Community Needs You……

Update on Development of the Ten Potential Community-Led Plan Projects -:

Over the Christmas period you will have seen the first very obvious and practical achievements of the newly established community group The Floral + Festive Light Displays Group, with the introduction of a Christmas Tree and festive lights in Weavers Square and festive lights at Colden.

You will soon be able to see the outcome of work by other members of your local community in The Communications Group with the updating of the Heptonstall Website and a refreshed quarterly Parish Newsletter.

Members of The Traffic, Parking + Road Safety Group continue to be involved in discussions and negotiations with Calderdale Council and others, looking at possible action on those issues.

The Good Neighbour Scheme Group meets again on 23rd January to discuss options, including possible joint support service initiatives with Calderdale Council, the NHS and/or local voluntary organisations.

Progress has been made by community members in The Information Boards + Signage Group, with grant funding options identified and discussions underway with Calderdale, Pennine Housing and others to consider suitable content and siting of Visitor Interpretation (Information) Boards alongside improved tourist type signage in the village.

Whilst limited progress has been made to date, initial research is being undertaken by commmunity members in The Cobbling Side Streets Group exploring the possibility of re-cobbling one (or more) of our historic village side streets.

We had been disappointed by the lack of volunteer interest in The Clean-Up Group and had decided to put it ‘on the shelf’. Then, happily, a member of your community, seeing an amount of litter around the village following the recent strong winds (and recycling collection) has now taken it upon himself to initiate an impromptu village clean up. He is busy recruiting friends and neighbours to assist, whilst Heptonstall Forward is providing litter pickers and gloves.

A number of you will know Mark Simmonds, who was instrumental is setting up the Heptonstall Allotment Garden Society (HAGS) and agreed to take a lead role in establishing The Green + Environmental Group. Unfortunately, Mark’s many other commitments to local projects (including the local Orchards Group), as well as his own work commitments, have resulted in a delay getting started. He plans to set up a public meeting in the near future and is asking if anyone else might be prepared to help by taking on more of a lead role.

Members of The Annual Parish Event Group have been involved in preliminary discussions with Heptonstall Primary School to look into the possibility of holding a joint community event with them – an extension of their planned ‘school re-opening’. This has been received very positively, so further work will take place to plan an event, once the final completion date has been confirmed. Hopefully, if successful, this will provide a template for a more regular (annual) child and family focused celebration.

There have been only a few enthusiastic members of The Young People (+ Children) Group and, whilst establishing a new local Youth Club has been considered, numbers of available adult volunteers are currently too few to make this a realistic option – at this stage.

And so…………..

We now have about 2 dozen additional members of our community who are playing an active role in taking these various projects forward – but we still need more people to come on board. Colden School Poetry and Visual Arts Competition

Colden School Poetry and Visual Arts Competition 2012 – including paintings, pictures, textiles, models and photographs.  Open to all adults in the Hebden Bridge Area.

Prizes of £20.00, £10.00 and £5.00.

The theme for the competition is “DOORS” – interpretation of the theme is up to you!

Entries should be sumitted to The Head, Colden School, Colden, HX7 7HW by Friday 23 March 2012.  More details can be requested from admin@colden.calderdale.sch.uk.

Entries will be displayed in school and the winners announced at the School’s Easter Eggstavaganza at 2.45pm on Friday 30 March 2012 in the School Hall.

Parish Council Update – Autumn 2011

Since the May elections the Council has held one vacancy. I am now pleased to tell you this post has been ably filled by  Nick James who lives on Edge Lane, Colden.  This is  particularly good news as Nick comes from the upper part of the parish, and members have always been keen to see such  a spread of representation.  You are most welcome, Nick, and  I am sure you will find your work most rewarding (though not  financially).

Well, in the past 3 months it has been very busy from a  planning point of view. Twenty one applications have been  considered and, in order to meet Calderdale Council’s  deadlines, three additional meetings have had to be held by  your members. I am grateful to members for taking on these additional tasks with such willingness.  It has also been a busy period for the wide range of issues the Council has had to address. I shall not list them all here as I need the space for other things (I will give you more  detail next tirne).

But one issue is the progress of the  Localism Bill, and the effects and opportunities this may provide to Parish Councils.  Early discussions are already  being held to consider the possibility of Asset Transfers –  the taking of Calderdale assets into local control.  You can be  assured nothing will happen without full consultation opportunities with you – our parishioners.  Watch this space!

Over the past 12 months the Council has put in place updated Standing Orders, Financial Regulations as well as  creating new Terms of Reference and Policies & Procedures.  The final leg of this has been to create a Statement of Aims  of the Council and I hope you will be interested to know what  they are.  I therefore reproduce them below :

  • To protect and conserve what is of merit in the heritage of the Parish, whether this be the green or the built environment,objects or features within them, or organisations, activities and facilities operating within the Parish.
  • To promote and support new developments in the Parish which will contribute to the wellbeing of the Community whilst not detracting from that which is worth preserving.
  • To prevent new developments which will impact adversely on the heritage of the Parish, or on the wellbeing of the Community.
  • To consult members of the Community on all matters which potentially may have a major impact on the Community before arriving at a decision on action.
  • To maintain awareness of the needs and wants of parishioners so that these can inform the prosecution of the Council’s aims.
  • To keep parishioners informed of Council business in hand and of decisions made.
  • To respond courteously and constructively to parishioners’ complaints and concerns of whatever nature and, where justified, to endeavour to the best of the Council’s abilities to bring about a fair and reasonable outcome to these.
  • To secure the involvement and support of Ward Councillors – and through them the Principal Local Authority – in seeking to achieve the Council’s aims.
  • To establish and maintain links with, and where required gain the involvement and support of, other people and bodies in achieving the Council’s aims eg the local MP, other Parish & Town Councils, NALC, National Trust, Rambler’s Association, etc.

SPRING BULB PLANT|NG 2011

Thank you to residents who turned out on Saturday October 15th for the Annual Bulb Planting Event.   Over three sacks of bulbs  have been planted at Popples Common and another four for other  areas.  Residents have received bulbs to add to the ‘patch’ that  they have adopted both at Slack and the in the village.  Both  schools have also recelved some bulbs also and will bejoining in  the community planting.

Our thanks also go to Calderdale Metropolitan Borough  Council for awarding us a grant of £150 and to residents who made donations.

Methodist Church Autumn Calendar

Sunday at 10.45am -Village Remembrance Service at Methodist Church.

Monday 14th. November at 8pm – Ladies Evening in the Sunday school – speaker Roger Benn on travel and holidays.

Saturday 19th. November – Christmas Fayre in the Sunday School 11am with lunch served from 1pm.  A slight change from the bazaar with more things for children but still some traditional stalls.  Note new time.

Sunday 18th December at 10.45am – Nativity Service in the Methodist Church.  Children from the village and the school are warmly invited to take  part in this enjoyable event.

Sunday 18th December at 6.30pm – Village Carol Service in St Thomas` followed by tea or coffee and mince pies.

Sunday  25th  December at 9 30am – Village Christmas Day Service at the Methodist Church.

Sunday 1st January 2012 at 10.45am – Annual Covenant Service at the Methodist Church.

St Thomas’ Church Calendar update – Autumn 2011

This is the time of year when various activities take place at St. Thomas’.

  • Friday 11th. November there will be a concert by “Seventh Wave Music” at 7.30pm Sunday 13th November-a joint service of remembrance will be held atthe Methodist Chapel at 10.45am.
  • Sunday 13th. November-a concen given by Iocal muslcian Stephen Shulman and his son David. The conceft will include a : piece 00mposed by Stephen called “Sarah and Isaac” and David will perfonn with h~s London based chamber folk group “Magic Lantern”. The concert will start at 7.30pm and admission will be £8/£5 on the door. ‘
  • Friday 18th. November – start of the Christmas Fair Trade Event.  This runs from 7pm-9pm with cheese and wine. The event continues on Saturday 19th and Sunday 20th from 11am·5pm. There will be a wide selection of Christmas csrds and gi~ ~ with fair trade focd. Light refreshments will be servej throughout . the weekend.
  • Sunday 4th. December-at 3pm-the Christingle Service. This is held in aid of the children’s soc.iety and is a Iovely service for children.
  • Thursday 8th. December-The Hebden Bridge Junior Band wjll play in the church. Please watch out for posters giving the time. Friday 16th. December -at 6.30pm the start of carol singing around the village. All are welcome to take part in the sing~ng. Meet at the church at 6.30pm.
  • Sunday 18th.December Village Carol Service at St. Thomas at 6.30pm.
  • Saturday 24th.December – Midnight Servicee for Christmas at 11.30pm
  • Sunday 25th. December – a Christmas day joint service of carols and communion at the Methodist Chapel at 9.30am.
